I’m going to release these over the next few days as I complete them. Here is the first which looks at Grades 3 – 5 for GASD and compares against Broadalbin Perth and Fonda Fultonville. Also note that the chart includes ‘Similar Schools’ which is a classification assigned by NSED to in essence give you an apples-to-apples comparison. A few things to note how these are constructed:
0) Ignore my prior post as it looked at Grades 3 & 4; I changed it to grades 3 to 5 so it is consistent with the elementary school structure at GASD
1) Data is from published databases made available by NYSED
2) I look at performance as percentage of students scoring a Level 3 and 4 on each of the tests. I use Level 3+4 as a proxy for the academic performance of the district.
3) The scores for the GASD are aggregates for all elementary schools; I’ll provide a school by school analysis tomorrow.
OK. Here are the conclusions for Grades 3- 5.
1) The performance gap is significant for the GASD compared to other local districts
2) While the performance gap of the GASD to similar schools is decreasing, the GASD underperforms similar schools
3) The increase in test scores cannot be attributed for the magnet program as a similar uptrend can be observed for Similar Schools

3) I break out Broadalbin Perth Grades 3 and 4 because of the way they break up their schools and frankly, I’d have to rework my analysis to merge them which I just do not have time. I do not think it fundamentally changes the conclusions.
OK. Here are the conclusions for Grades 3+4 ELA.
1) Barkley performs well above the other GASD schools and on-par and above with other local districts
2) While the performance gap of the non-Barkley schools is narrowing with Similar Schools, the schools still underperform compared to their peers.
3) Overall the district underperforms other local districts

Here is a breakdown of the impact on GASD School District Aid from the proposed Executive Budget:
Overall change in State Aid is down $565K excluding Building and Building Incentives. If you include Building and Building Incentives, then aid to GASD falls $1.0 million.
Using last year’s school tax levy of $19.1 million suggests that the baseline increase on property taxes is roughly 3% ($565K/$19.1M) to 5.2% ($1.0M/$19.1M).
Of course, the usual caveats apply: assumes the executive budget above, assumes no increase in district spending or no decrease in district spending, and most importantly, the overall tax increase will vary by city and town.
